Abstract

In light of the emergence of types of dangerous behaviors on an ongoing basis, and in contrast to the emergence of jurisprudence and different judicial judgments regarding the most serious crimes that fall within the jurisdiction of international criminal courts, the article focused on defining criteria for dangerous behavior, in particular the qualitative and quantitative criteria for the most serious crimes at the international level, and all of this will contribute In determining the threshold of seriousness and then the jurisdiction of the court and finally admissibility in accordance with the statutes of international criminal courts The topic of relative gravity is one of the least researched topics at the Arab academic level because legal researches and studies were and still are looking at analyzing the provisions of international criminal law and its customary rules, without examining the criteria on which the formulation of criminalization provisions by name and description was built. This article will serve as a source for analyzing the behavior and the degree of its seriousness before adopting it as a crime and after that, and this will help in confronting the most dangerous and renewed behaviors that were
