Abstract: The international balance is one of the most important issues because the changes related to the nature of global balances are reflected in the strategic interests of the active and influential forces in the global system, and as a result of the Second World War, a balancing formula emerged that expresses the conditions that accompanied the Cold War phase, as the international balance was based on bipolarity between the United States America and the Soviet Union, and after the end of the Cold War and the uniqueness of the American administration in leading the global system, the international balance has become based on the movements of the superpowers holding the affairs of the international community, However, the rising powers, especially China and India, have created a complex dialectic in the vocabulary of balance according to their growing vital interests due to the close organic interdependence between regional and international balance, and a re-reading of selected events according to a methodology that
