Prevention is intended to prevent the crime of illicit gain from occurring in the first place by combating the causative or professional factors or aiding the occurrence of the crime, such as neglecting education from an early age or the like. The prevention policy is concerned with the stage that precedes the possibility of a crime, and it is manifested through a set of measures and procedures that are taken by the agencies and bodies entrusted with the implementation of these measures, to prevent the occurrence of crime, as the preventive policy aims to address deviant habits in society
