Abstract

Abstract: There is no doubt that the system of penalties and preventive measures has been applied and implemented in many countries for decades, but despite this, crime rates are increasing, and the explanation for this is that the causes of crime are still present in these countries and produce their effects, and that to eliminate this criminal phenomenon, Or mitigate them, these causes must be confronted and addressed and appropriate solutions must be found to prevent them from reflecting on human behavior, and this is what is called the term preventive policy. Prevention is intended to prevent the crime of illicit gain from occurring in the first place by combating the causative or professional factors or aiding the occurrence of the crime, such as neglecting education from an early age or the like. The prevention policy is concerned with the stage that precedes the possibility of a crime, and it is manifested through a set of measures and procedures that are taken by the agencies and bodies entrusted with the implementation of these measures, to prevent the occurrence of crime, as the preventive policy aims to address deviant habits in society
