Abstract: The crime of looting money is one of the common crimes in the world and not only in Iraq, but what is noticed by the Iraqi legislator is that he did not give this crime its due in terms of clarification, ingredients, how it occurred, as well as the pillars of what this crime is based on, as most of the crimes of looting money in our time are adapted according to There are other penalties that are not related to the crime of looting money, and these crimes are often adapted as a crime of theft and not a crime of plunder, because of the vagueness that surrounds this crime, and when looking at the Latin or comparative laws, we noticed that the legislators in the countries of the comparative countries have progressed by far. Those laws dealt with it in a way, albeit a little wider than the Iraqi legislator, and you notice that he did not address this important crime except in one article only, which is Article (194) of the Iraqi law in force, in complete contrast to what I have seen in the rest of the laws or laws in the countries in question. Comparison, as well as the apparent apathy of the jurisprudence, who neglected to explain this crime and what it is, to open the door for the legislator to give this crime what it .deserves due to its frequent occurrence.
