مصطلح سياسي يطلق على الحكومة التي لها وجود شكلي ورسمي لكنها تفتقد إلى الصلاحيات الحقيقية وهي دولة غير مستقله لا تتمتع باستقلالها السياسي أو الاقتصادي كما أنها تفتقد إلى الإرادة السياسية والتأييد الشعبي وتكون تابعة لدولة أخرى تتحكم في إرادتها السياسية وقرارها السياسي فهي وأن كانت تتمتع من الناحية الشكلية بأسم خاص وعلم ودستور وقوانين خاصة بها ويكون حاكم الدولة لعبة في يد الدولة المتحكمة فعلًا تحركه بحسب توجهاتها ورغباتها وإرادتها السياسية والعسكرية ، وتعتبر جمهورية إيطاليا الشمالية من أهم الدول الدمية التي أسستها ألمانيا في إيطاليا رغبة منها في بقاء موسوليني والذي يعني استمرار إيطاليا في الحرب إلى جانب ألمانيا ودول المحور كما كانت جمهورية كروانيا التي انشأت في سنوات الحرب العالمية الثانية ويمكن أن يطلق هذه التسمية على جمهورية فيشي التي استخدمتها ألمانيا لتحقيق مصالحها .

This means that there will be very little incentive to invest effort in writing research.
