Abstract

Islamic law and Iraqi law focused on the issue of preventive policy against crimes of public funds, as God Almighty willed that nations should walk under His rule and establish His law and method, and gave reasons for this. Money and wealth are the basis of the economy in any society, as establishing the rule of God, implementing His law, and applying His rights, Glory be to Him, to protect our public hopes, and the fear of God is the first protection in human history, which supports the opinion that Islamic law preceded man-made laws in its importance and effectiveness more than punishment. Faith in God, worshiping Him, and obedience to Him are another means of deterrent that protects the individual from committing crimes.
