Automation and its role in supporting administrative decision-making from the administrative and legal perspectives.
Abstract
The study discussed the topic of automation and its role in supporting administrative decision-making from the administrative and legal perspectives. The study found that the transition from traditional management to automated management does not affect the main concepts and basic roles of the work of administrations and the targets of work in public organizations. The automated administrative decision is an administrative decision that does not differ in its legal concept or its effects from the traditional administrative decision, but the difference is in the way it is issued and the way its elements are formed. Automation is considered one of the results of the employment of
technology in public administration with the aim of providing the best services and saving effort and time. In order to take full advantage of modern technologies in the field of management, it is necessary to prepare the legislative environment and put in place policies that support the application of automation in decision-making. These policies should take into account the risks that face the digital transformation process, which can be of a special nature. Therefore, when applying automation in the issuance of administrative decisions, it is necessary to put in place policies that enable the process of applying automation in an effective, reliable, and secure manner. It is also necessary to put in place strategic plans that are appropriate to keep pace with its application with the latest electronic systems, in addition to training and qualifying human cadres to deal with it and acquire the appropriate skills to manage and understand modern systems in decision-making.
