Abstract

The administrative authorities of each State shall enter into several contracts in the ordinary circumstances of that country for the operation of its public facilities or for the establishment of structural projects and in accordance with terms and conditions that are compatible with such circumstances. To implement the dusty obligations on the contract and make its implementation burdensome to the contractor with the state is not impossible. Perhaps the emergency circumstances experienced by Iraq in 2014 is the best proof of that.
