Abstract

The study aims to explore the role that competent leadership can play through its components (internal ethical perspective, relational transparency) in supporting service innovation. The study consisted of two phases. The first phase was the pilot study. A checklist was distributed to the study population in the pilot study, which included (21) academic and administrative assistants at the University of Kufa's colleges, bringing the total number of assistants to (42), in addition to (6) directors of the relevant academic and administrative departments at the University Diwan. (42) valid test forms were retrieved for analysis. After analyzing the data from the pilot study, it was found that there were (10) colleges with a high level of competent leadership and innovation. The second phase of the study was conducted on these ten colleges as a "purposive sample." Personal interviews were conducted with the deans of these colleges according to a qualitative approach. The data was analyzed using the NVivo program.
