Abstract

The research aimed to identify the most important obstacles facing the process of transformation towards electronic management in the General Directorate of Nineveh Electricity through a main hypothesis that was tested based on a questionnaire that was designed to cover all aspects of the research and distributed to a sample of employees in the company with a direct relationship to the subject of the research, the number of whom was ( 60). The results of the research showed the existence of organizational obstacles, the first of which was the severity of the routine procedures adopted in completing the organization’s work, which prevents the shift towards adopting electronic management. In addition to the lack of legislation and laws related to the application of electronic management. The research presented a set of proposals, including support and endorsement by decision makers in the institution for the process of transformation towards electronic management. And make wise decisions about it
