The subject of (PEST) analysis is considered one of the important topics that should occupy the attention of the departments of cement factories in general and the Kufa Cement Factory in the research sample in particular, whatever its size and nature of its activity, because the current era and its rapid developments and changes have made the external environment more Complicated and intertwined than ever before, it is therefore not possible for the laboratory to realize and understand the variables of its external environment without undertaking an analysis of the various constituent elements of it and affecting significantly in its financial and administrative decisions, so the research aims to know the relationship between the (PEST) analysis of the external environment and its role in stimulating The competitiveness of the Kufa Cement Factory, and the research reached a number of conclusions, the most important of which are: legal, political, economic, social and technological factors affect the laboratory, and legal legislation got the first rank in terms of importance, while organizational culture achieved the second rank in terms of importance and organizational culture is one of the capabilities The competitive effect affecting the researched organization has reached the highest paragraph relating to mutual trust among employees
