دور التخطيط الإستراتيجي في مكافحة الإرهاب وزارة الداخلية أنموذجاً

        الغرض من الدراسة هو تحديد دور التخطيط الإستراتيجي في مكافحة ظاهرة الإرهاب ،من وجهة نظر الاجهزة الامنية المعنية في وزارة الداخلية العراقية، والتعرف على طبيعة العلاقة بين متغيرات الدراسة، فضلاً عن تقديم بعض الحلول الملائمة لكل منها.  وقد اعتمدت الدراسة المنهج التحليلي الوصفي وذلك عن طريق تحليل آراء مجموعة من القيادات والضباط في الاجهزة الامنية المعنية، عن طريق توزيع (227) استمارة استبيان عليهم والتي تم تحليل نتائجها بوساطة برنامج SPSSv,22 وبرنامج AMOSv,22 . قد بينت النتائج النظرية ظهور فجوة معرفية في العلاقة بين عملية التخطيط الإستراتيجي ومكافحة ظاهرة الإرهاب وذلك لندرة البحوث والدراسات التي تجمع فيما بين المتغيرين في أنموذج افتراضي واحد، خصوصاً في مجال عينة الدراسة، فضلاً عن توضيح الطرق والاساليب التي يمكن للقيادات الأمنيّة والادارية الاسترشاد بها والاعتماد عليها لإنجاح عملية التخطيط الإستراتيجي. وأخيراً توصلت الدراسة الى أن هناك علاقة أرتباط ذات دلاله معنوية طردية بين التخطيط الاستراتيجي ومكافحة الارهاب ، فضلاً عن توصية العاملين في وزارة الداخلية الاعتماد على عملية التخطيط الاستراتيجي لتعزيز جهودها في القضاء على التنظيمات الارهابية .  

Abstract

        The aim of this study is to determine the role of the strategic planning process in Counter terrorism phenomena regarding the concerned security forces' point view of Iraq ministry of interior , to know the nature of the relations  among the study variables ,in addition to submitting  some appropriate solutions respectively .

        The study depends the descriptive analytical method through analyzing a group of the concerned security forces' leaders and officer  where (227) questionnaire form to them , the findings were analyzed by using SPSSv ,22 program and AMOS v,22  program, The theoretical findings show that there is a cognitive gap  in the relation between the strategic planning process and Counter terrorism  phenomena and that is attributed to the rare studies and researches which are submitted in this field that combined those two variables in one theoretical sample. especially in the field of study sample , in addition to, illustrating  methods and procedures that can be utilized and adopted by security forces leaders to accomplish success in strategic planning process.

         Finally the study concluded that there is a relationship of significant positive significance between strategic planning and Counter terrorism, as well as recommending the staff of the Ministry of the Interior to rely on the strategic planning process to strengthen its efforts to eliminate terrorist organizations.
