دور البرامج الاستثمارية في تعزيز التنمية المكانية في محافظة النجف الاشرف

 يهدف البحث الى بيان دور البرامج الاستثمارية في تعزيز عملية التنمية المتوازنة اخذين بالاعتبار البعد المكاني لعملية التنمية , وبيان توزيع التخصيصات للبرنامج الاستثماري لمحافظة النجف الاشرف (تنمية الاقاليم) وللسنوات من 2010 الى 2014 وتحليل البرنامج المذكور لكل سنة تحليلاً مكانياً على مستوى الوحدات الادارية في المحافظة ومقارنة نسب التخصيصات مع نسب السكان وبيان الفروقات فقد تم الاعتماد على بيانات الخطط للسنوات المذكورة انفاً وبيان الفروق في التوزيع لتخصيصات المشاريع باستخدام التحليل الاحصائي منحنى لورنز الذي يبين مستوى العدالة في التوزيع بيانياً.

ثم الانتقال الى التحليل القطاعي وقياس مستوى التخصيص والتفاوت الحاصل باهتمام الادارة المحلية في القطاعات المختلفة وتسليط الضوء على القطاعات التي لم ترد في الخطط السابقة وخاصة القطاعات التي لها مردود مالي وتشجع الاقتصاد المحلي وتشغل الايدي العاملة وتمتص البطالة.

وقد تبين من خلال التحليل وجود فروقات في عملية التوزيع للتخصيصات على الوحدات الادارية مما قد يساهم في التفاوت المكاني لعملية التنمية وكذلك استقطاع نسب كبيرة من مجموع التخصيصات لادراج المشاريع المتفرقة وهذا ايضا يساعد على التخلخل المكاني وخلق ثنائية التنمية والتركيز على القطب التنموي الواحد الا وهو مركز المحافظة وهذا يؤدي الى حدوث الضغط السكاني والخدمي على مركز المحافظة.

وللتخلص من مشاكل اختلال توزيع السكان والضغط على الخدمات , ضرورة تبني التخطيط المكاني المتوازن واستثمار الميزة النسبية للمكان وتطوير المدن الصغيرة والمتوسطة لتطون مدن جاذبة

Abstract

The research aims to indicate the role of investment programs in promoting balanced development process, keeping in mind the spatial dimension of the development process, and the breakdown of allocations to the investment program for the province of Najaf (regional development) and for the years from 2010 to 2014 and analysis of the program for each year.

The analysis shows that there are differences in the distribution of allocations to administrative units, which may contribute to the spatial disparity of the development process, as well as the deduction of large percentages of the total allocations to include the various projects. This also helps spatial interference and the creation of bilateral development and focus on the development pole, This leads to population and service pressure on the center of the province.
