       يختبر البحث الحالي انعكاس الشفافية الإستراتيجية ودورها في مكافحة الفساد الإداري، لعينة من العاملين في محافظة كربلاء والتي بلغت (104) موظفاً. ويقوم البحث على افتراضات أساسية تتمثل بان الشفافية الإستراتيجية تؤثر في مكافحة الفساد الإداري للملاك الوظيفي، وان هذا الأثر سيزداد في حالة توفر بيئة صحية من قبل إدارة المحافظة حول القيم والمبادئ والعادات السائدة لديهم.

       لقد استخدمت استمارة الاستبيان كأداة رئيسة لجمع البيانات، واستعين بعدد من الوسائل الإحصائية لإثبات صحة فرضيات البحث كالمتوسط الحسابي والانحراف المعياري ومعامل الارتباط البسيط وتحليل الانحدار.

      وقد جاءت نتائج البحث مطابقة لفرضياته وصيغت بصددها مجموعة من التوصيات من أهمها يجب أن تتخذ الحكومات المحلية دوراً فعالاً في الحد من الفساد، وذلك من خلال إرساء دعائم احتواء المستفيدين مشاركة العاملين والمساءلة العامة والاستجابة وقاعدة معلومات والرقابة لإجراءات وأعمال الحكومة، وذلك بدوره يؤدي إلى تلافي الفساد والوقاية منه.

Strategic transparency and its reflection in reducing the practice of administrative corruption - an analytical study of the views of a sample of employees in the province of Karbala

Abstract

        The current research examines the reflection of strategic transparency and its role in combating administrative corruption, for a sample of employees in Karbala governorate, which amounted to 104 employees. The research on the basic assumptions is that the strategy of transparency affect the processing of administrative corruption career angel, and that this impact will increase in the case provide a healthy environment by the administration of the province on the values, principles and customs they have.

       I have used the questionnaire as a tool head for data collection, and hired a number of statistical methods to validate the hypotheses Average arithmetic mean and standard deviation and coefficient of simple correlation and regression analysis.

       It came Find matching for most of the assumptions formulated in question a set of recommendations of the most important results should local governments take an active role in reducing corruption, and through the democratization and increased participation of citizens in public accountability and oversight procedures and the workings of government, and this in turn leads to avoid corruption and prevention from him.
