Abstract

Research and development is one of the most important mechanisms that countries have become betting on to achieve economic growth. Expenditure on research and development is an effective technological indicator to measure the progress of countries, and it is the main investment pillar that contributes to managing technological transformations, and it is an investment that gives future results and if developed countries have realized since  For a long time, the importance of research and development and began to invest and harnessed all possible possibilities for it, the Arab countries are still at the beginning of the roads despite the development experiences they applied, but they have not yet emerged from the circle of underdevelopment and this gap is due to the shortage in the lack of availability  Adequate infrastructure and lack of spending on scientific research
