Abstract

During the last two decades of the twenty-first century, the world witnessed a number of changes in the scientific, technological and information fields that made the world resemble a single society in which information is transmitted from one country to another at great speed, as a result of the Fourth Industrial Revolution, which brought about transformations in production, management and governance systems, with the aim of linking all means of communication. Production in digital fields. These transformations and changes have positive and negative repercussions on the future of economic development in developed and developing countries, which requires enhancing opportunities to benefit from the positives and reducing the negatives. In Iraq, successive governments after 2003 were unable to achieve economic development consistent with the material capabilities possessed by Iraq, and were unable to benefit from the integration of technology into digital fields, with the exception of communications. The government did not invest high oil revenues in achieving economic development during the first two decades of the twentieth century, but rather contributed With more imbalances and developmental chaos and the failure to find a productive base in the economy that is compatible with the profound technological changes in light of digital transformation, the economy is now facing difficult development conditions represented by weak economic performance and imbalanced macro balance indicators, and the development gap between them and developed countries continues to increase day after day, as a result of Its reliance on a single resource to finance its general budget and development financing. This problem results from the lack of a vision for economic development that contributes to diversifying the economy and eliminating dependency on a single resource. Achieving economic development and getting rid of continued dependence on oil requires the government to take a serious stance by adopting a set of development policies and strategies that will reduce oil dependence and thus diversify the economy.
