This research concludes that the crises experienced by our beloved country Iraq, cannot be resolved by postponing the crises to future generations , Radical solutions must be found, and developments in the field of modern investment must be kept pace with, just like the case in countries around the world that have been able to achieve qualitative shifts in their economies by activating modern investment laws based on scientific studies and studied facts , There is no alternative but to resort to a new investment law to get rid of the great economic burdens placed on the shoulders of the successive Iraqi governments that followed the fall of the former regime. The result of this matter was the issuance and legislation of the Iraqi Investment Law No. (13) of 2006, as amended, Its objectives were set at the national level in a way that achieves the optimal use of the investment opportunities available in the country, which are characterised by their great diversity, especially since the country was devoid of these investments throughout the years in which the previous regime was in power. This law cannot be succeed unless these opportunities are exploited in projects, at the national level of the country or at the level of profit for investors, for the purpose of observing from a distance the efficiency of these projects and the extent of progress they are able to achieve during the years covered by the granted investment license Through the process of performance evaluation
