The present study aims to identify the role of supportive leadership, represented by its dimensions (empowerment, inspirational motivation, fairness of treatment, and open communication), in enhancing human resource capabilities through their dimensions (knowledge, skills, attitudes, and job practice) within the general directorates of Zakho and Soran, as the field of study. The research population consisted of all administrative unit managers (heads of departments, division managers, and unit managers) in the investigated directorates, totaling (456) individuals. The research was applied in the field to a random sample of (352) respondents. The current study adopted the descriptive-analytical method, and data were collected using a questionnaire as the primary tool. The research hypotheses were tested using statistical software packages (AMOS V.24). The study reached several conclusions, the most important of which is that supportive leadership has a direct impact on human resource capabilities through its significant role in creating a motivating organizational climate, which in turn reflects positively on supporting sustainable institutional performance and enhances employee effectiveness across different administrative levels. In light of this, the researchers proposed a set of recommendations for the investigated directorates, the most important of which is the need to encourage leadership to continue practicing supportive leadership behaviors in a way that fosters a cohesive work environment moving in the right direction. This is due to the multiple and integrated dimensions carried by this leadership style, which has become one of the most essential attributes in the contemporary work environment to enhance human resource capabilities.
