Abstract

المستلخص:
یستهدف البحث د ا رسة التحویلات الاجتماعیة ودورها في إعادة توزیع الدخل في الع ا رق منطلقا من
مشكلة أساسیة تتمثل بان العدالة الاجتماعیة من المسائل التي تثیر اهتمام جمیع الحكومات بغض
النظر عن طبیعة النظام الاجتماعي والاقتصادي السائد في البلد، إذ تحاول اغلب البلدان تحقیق اكبر
قدر ممكن من العدالة في توزیع الدخل بین فئات المجتمع ومن ثم تقلیل التفاوت الاجتماعي، فالع ا رق
ونتیجة للظروف التي مر بها من حروب وعقوبات وٕارهاب أصبح من البلدان التي تتمیز بوجود تفاوت
في توزیع الدخل. وبذلك انطلق البحث من فرضیة مفادها أن للتحویلات الاجتماعیة دو ا رً مهماً في إعادة
توزیع الدخل عبر الآثار التي تفرزها التخصیصات الحكومیة لصالح الطبقات ذات الدخل المحدود. وقد
قسمت الد ا رسة الى ثلاثة مطالب تناولت مختلف جوانب الموضوع. وقد اختتمت بعدد من النتائج
والتوصیات.
Abstract
Social Transfers and its Role in Discharge the Difference of incomes in Iraq
The economic financial literatures referred to many of the important roles of
the modern State and its role in economic life in light of the economic
philosophy adopted and schools that dominate the thought and system of the
State and the different areas of intervention and for multiple purposes and
goals. Taking into account the requirements of scientific method in a simple
attempt to explain the concept of social transfers has been a focus on the most
common terms in this respect and the pursuit of a concept closer to reality have
converged along the great importance in influencing the vocabulary of
community life as well as aspects of one's life
