Abstract

Studying civil defense services and identifying their adequacy and efficiency in quantity and quality and knowing the need for them for the population in order to work on their availability in a manner commensurate with the growth and urban expansion of the study area. As civil defense services are considered one of the most important services because they are related to the safety of citizens and their property, the study has focused on its objectives and methodology to show the current spatial distribution of civil defense centers in the cities of Najaf governorate, and to identify areas that suffer from a shortage and deficit in staffing of individuals and mechanisms in order to reveal the extent of efficiency Distribution of civil defense services Because justice in the spatial distribution of services is one of the basic requirements that help in achieving an ideal distribution of services in general and civil defense services in particular, as the study relied on the systematic and analytical approach in determining the spatial distribution pattern of the sites of civil defense centers in the study area, as well The study used maps and the geographic information system (GIS) in determining the locations of civil defense centers, and it is clear through the study that the impact of human characteristics is direct, as well as the lack of a special path for emergency cases of civil defense wheels, in addition to the presence of a deficit in preparing the standard staffing of individuals and mechanisms, as confirmed The field study is due to a shortage in the number of centers, as well as the presence of randomness in the distribution of civil defense centers in the study area and their non-conformity with the planning standards, which led to poor efficiency and effectiveness of the service in a way that achieves a balance for the population’s requirements for this service, which required the opening and development of civil defense centers, and it was found that a defense center The Najaf Civil Defense Center has an estimated disability rate of (53%), while the Al-Salam Civil Defense Center has an estimated disability rate of (54%), and the Yarmouk Civil Defense Center has an estimated deficit rate of about (53%), while the Emergency Column Civil Defense Center The percentage of disability was estimated at (65%), and it appeared through the application of the standard of the Civil Defense Directorate (60,000 people / civil defense center) that the emergency convoy center is one of the most civil defense centers in need of providing them with personnel and mechanisms, as it was found that the study area needs to be opened (8) A civil defense center in addition to the existing four centers, bringing the number to (12) centers in the city of Najaf, and it was found through the application of the equation of future population projections for all centers in the cities of the study area for the year 2031 AD, and based on the standard of population size (60000) people / center, the need to establish (16 ) A civil defense center, as it became clear through the study when applying the equation of the future population projection for the study area for the year 2031 AD, the size of the population in it reached (964,239) people, and this indicates that the study area needs to increase the number of centers to fill the shortfall for this service.
