The role of Algerian employment policies in addressing unemployment for the period (1990-2019) with the possibility of application in Iraq.

Employment policies and manpower planning have a major role in limiting the increasing phenomenon of unemployment in global economies, as you cannot see an economy in which unemployment rates are low unless manpower planning and employment policies have real concerns. Algeria is one of the developing Arab countries that have adopted distinct employment policies At the level of the national economy, after its unemployment rates had exacerbated in conjunction with the processes of transition towards a market economy and the decline in oil prices in 1990, where it worked to adopt diverse and comprehensive employment policies through (the structural reforms that it implemented in cooperation with international financial institutions and the proper guidance of economic policies and mechanisms within the designated ministries To support and promote investment and employment, as well as reforms of the banking system and administrative and legal legislation), these policies have collectively managed to create an attractive environment for local and foreign investments, which increased their GDP growth and decreased inflation and unemployment rates.
As for Iraq, it did not pay any attention to manpower planning and employment policies, which exacerbated unemployment rates throughout the study period. It was dependent on employment in a random and unplanned manner, as absorbed by the state’s public institutions and extractive oil industries, which are usually limited in employment, so Iraq must take advantage of Algeria's experience in its operational policy and its application if it wants to take real and serious steps to reduce the phenomenon of unemployment and its serious consequences for peace and social security.
