The Role of Strategic Management in Developing Human Resources Efficiency: A Descriptive and Exploratory Study in the Salah al-Din Health Directorate

This study looks the role strategic management plays in developing Human resource efficiency within healthcare institutions. This study examines the Salah al-Din Health Directorate, one of the most vital service environments in the province. The significant of the research is based on the observation of disparities in the levels of functional, behavioral, and creative efficiency of employees, as well as the associated disparities in the application strategic management practices that across its three dimensions: strategy formulation, strategy implementation, and evaluation and control. Hence, the need to study the relationship and interrelationship between these dimensions and their ability to contribute to raising human resource efficiency.
The research relied on a descriptive exploratory approach. A comprehensive questionnaire was designed and distributed to a sample of (150) employees from various administrative, medical, and technical levels. Data were analyzed using the SPSS V.26 statistical program using a set of statistical tools, including validity and reliability tests, normal distribution, descriptive analysis, Pearson's correlation coefficient, and multiple linear regression.
The results showed that the strategic management is conducted at a moderate to good level within the directorate, and that strategy formulation was the most effective in supporting human resource efficiency, followed by control and evaluation, and then implementation. The overall model also revealed that the combined dimensions of strategic management explained 68% of the variance in efficiency levels, reflecting the strength and explanatory power of the statistical model. The study concluded that strategic management is not merely a planning tool, but rather an integrated institutional framework that contributes to enhancing the functional, behavioral, and creative capabilities of employees. It provides a solid foundation for improving performance and ensuring the sustainability of institutional development in the health sector.
