Research into the topic of reform policies represents the deep connection between strengthening reform programs and the goals of the development advancement of the Iraqi economy in all its economic sectors and the extent of benefiting from them. Given the existence of a kind of intertwining and complexity in reality, it is extremely difficult to present any development goal without addressing the role of reform policies in it. Therefore, adopting these policies becomes one of the most important basic conditions for achieving developmental progress, and this can be monitored through a set of conclusions, the most important of which is that the economic, political and social reality did not provide a valid basis for implementing real reform policies due to the spread of corruption in state institutions and the loss of a serious planning vision for employing available resources. In an optimal way, the researchers recommended a set of recommendations, the most prominent of which is diagnosing problems and obstacles and addressing them through adopting a set of effective reform policies at all levels, in a way that ensures the achievement of digital transformation and other development goals in a sustainable manner.
