Abstract

The current research aims to shed light on the ingenuity of human resources management and its role in enhancing core capabilities, as Kirkuk Education was chosen as a population for study and to test the research hypotheses. The questionnaire was used as a main tool in collecting data prepared for this purpose, as the sample included (63) individual managers in the Kirkuk Education Directorate. The research also used a group of appropriate statistical processing methods in analyzing the data, such as descriptive statistics, the correlation coefficient (person), the influence factor, and the use of (SPSS23) programs. The research reached a set of conclusions, the most important of which is the existence of a significant correlation and influence between the prowess of human resources management and the core capabilities in the Kirkuk Education Directorate. The research concluded with a number of proposals, the most important of which is addressing the shortcomings that occur in the Kirkuk Education Directorate, as the senior management does not encourage workers to submit innovative work, and also that the workers in the Kirkuk Education Directorate do not believe in self-censorship.
