The foreign political behavior of the Sultanate of Oman under Sultan Haitham bin Tariq and future prospects

The Sultanate of Oman witnessed a crucial and important political change in 2020, which was represented by the death of Sultan Qaboos bin Said and Sultan Haitham bin Tariq assuming the Sultanate as his successor. Challenges that may face the new Sultan Haitham bin Tariq, and this challenge lies in the extent of Sultan Haitham’s desire to maintain a policy of positive neutrality. And the difficulty in conducting politics in light of the complexity of the political system in the Arab countries, in addition to the economic situation in the Sultanate of Oman. Accordingly, we will review in this research the features of the internal and external policy under the rule of the new Sultan Haitham bin Tariq, in addition to reviewing the possible future scenarios for the nature of that policy, and the features and challenges that may face the new Sultan Haitham bin Tariq, whether they are internal or external challenges. In addition to reviewing the future scenarios of the foreign policy of the Sultanate of Oman in Ya Emami Mira, the shadow of the new Sultan Haitham bin Tariq.

(1) هو السلطان هيثم بن طارق بن تيمور بن فيصل بن تركي بن سعيد بن سلطان بن احمد بن سعيد بن احمد بن محمد بن خلف بن سعيد بن مبارك البو سعيدي ,هو السلطان العاشر المنحدر رأسآ من المؤسس الاول للدولة البو سعيدية الامام احمد بن سعيد البو سعيدي عام 1741 م, ولد في (18 نوفمبر 1940 ), يعرف انه من محبي كرة القدم وعليه فقد تولى :
- رئاسة الاتحاد العماني لكرة القدم في الفترة من 1983الى 1986
-عين سنة 2020 وزيرآ للتراث والثقافة وهو المنصب الذي بقي فيه حتى تنصيبه سلطانآ لعمان في 11 يناير
- منصب وكيل وزارة الخارجية للشؤون السياسية ثماني سنوات (1986-1994)
- رئيس اللجنة الرئيسئة للرؤية المستقبلية (عمان 2040) =
=- وترأس اللجنة المنظمة لدوره الالعاب الاسيوية الشاطئية الثانية التي اقيمت في مسقط 2010
- في سنة 1994 عينه السلطان قابوس أمينآ عامآ لوزارة الخارجيه

*ولد عام 1960 في مسقط وتلقى تعليمه في جامعة أكسفورد وعمل في الوزارة منذ عام 1988 بما في ذلك منصب الأمين العام مما استلزم العمل بشكل وثيق مع بن علوي هذه وغيرها من المناصب الرفيعة جعلته معروفًا في دوائر السياسة الخارجية على الرغم من أنه ليس ملكا إلا أنه جزء من قبيلة البوسعيدي الكبيرة التي تنتمي إليها العائلة الحاكمة وقد أشار إليه دبلوماسيون أمريكيون بأنه جاد ومركز ومحاور عظيم وشريك جيد للولايات المتحدة .

*رؤية عمان 2040 هي رؤية لمستقبل عمان الاقتصادي والاجتماعي , ففي ديسمبر من عام 2013 صدرت توجيهات من السلطان الراحل قابوس بتشكيل لجنة رئيسية للرؤية المُستقبلية عُمان 2040 برئاسة هيثم بن طارق آل سعيد خاصة في ضوء توقعات بعدم قدرة النفط على لعب دور مركزي في الاقتصاد بعد 2040, وتقوم رؤية السلطنة على استراتيجية التنويع في عُمان من خلال تحويل اقتصاد الدولة إلى خمسة قطاعات محورية: السياحة، واللوجستيات، والتصنيع، وصيد الأسماك، والتعدين، وتهدف رؤية 2040 إلى زيادة نسبة عمالة المواطنين العمانيين في القطاع الخاص إلى 42% بحلول عام 2040، وزيادة الاستثمارات الأجنبية إلى 10% من الناتج المحلي الإجمالي، ومضاعفة الناتج المحلي الإجمالي للفرد الواحد لكي يصل إلى معدل نمو يبلغ 6%، ومن المتوقع أن تسهم القطاعات غير النفطية بنسبة 93% من الناتج المحلي الإجمالي ,ويرتكز السلطان هيثم على الشباب للإعداد لمستقبل سلطنة عُمان في إطار رؤية 2040 حيث ساهمت المناصب الثقافية والرياضية التي شغلها في تحقيق تواصل بينه وبين الشباب كما أنه عقد كثير من اللقاءات مع الشباب العماني لتوضيح رؤية 2040 حينما كان يرأس اللجنة الرئيسية للرؤية المستقبلية عُمان 2040,ويمكن القول أن، القيام بإصلاحات اقتصادية سيشكل أولوية لدى السلطان العماني الجديد، بما يتيح فتح الباب لتوفير فرص عمل للشباب العماني.

(1) He is Sultan Haitham bin Tariq bin Taimur bin Faisal bin Turki bin Said bin Sultan bin Ahmed bin Said bin Ahmed bin Muhammad bin Khalaf bin Said bin Mubarak Albu Saidi, is the tenth Sultan descended from the head of the first founder of the state Albu Saidia Imam Ahmed bin Said Albu Saidi in 1741 AD, born in (November 18, 1940), He knows he's a football fan and has taken over:
- Presidency of the Oman Football Association from 1983 to 1986
In 2020, he was appointed Minister of Heritage and Culture, a position he held until his inauguration as Sultan of Oman on January 11.
Under-Secretary of State for Political Affairs for eight years (1986-1994)
- Chairman of the Main Committee for the Future Vision (Oman 2040) =
=- He chaired the organizing committee of the second Asian Beach Games held in Muscat 2010
In 1994, Sultan Qaboos appointed him Secretary General of the Ministry of Foreign Affairs.

* Oman Vision 2040 is a vision for the future of Oman economic and social, in December of 2013 directives were issued by the late Sultan Qaboos to form a main committee for the future vision of Oman 2040 headed by Haitham bin Tariq Al Said, especially in light of expectations that oil will not be able to play a central role in the economy after 2040, and the vision of the Sultanate is based on the strategy of diversification in Oman by transforming the country's economy into five pivotal sectors: Tourism, logistics, manufacturing, fishing, and mining, Vision 2040 aims to increase the employment of Omani nationals in the private sector to 42% by 2040, increase foreign investment to 10% of GDP, and double GDP per capita to reach a growth rate of 6%, and the non-oil sectors are expected to contribute 93% of GDP. Sultan Haitham is based on youth to prepare for the future of the Sultanate of Oman within the framework of Vision 2040, where the cultural and sports positions he held contributed to achieving communication between him and the youth, and he also held many meetings with Omani youth to clarify Vision 2040 when he chaired the main committee of the future vision of Oman 2040, and it can be said that, carrying out economic reforms will be a priority for the new Omani sultan, allowing the door to provide job opportunities for Omani youth.
