The role of unilateral actions in shaping international custom

The unilateral actions of the persons of international law lead to the emergence of the material element when it is repeated on similar occasions by following a certain behavior with the availability of the legal belief that it has become binding on them, and thus these actions lead to the emergence of a rule of the rules of customary international law, and one of the features of these rules is that they apply in Confronting all members of the international community, regardless of their lack of participation in it, on the fact that the ambiguity associated with some behaviors may cause the creation of a dispute between states on a specific issue, and to resolve such disputes peacefully, states resort to international courts to decide whether or not that rule is available depending on the Evidence available.
