Criminal liability for electronic content that violates morals and public decency comparative study

Technology has produced modern programs that people use in various aspects of their lives, such as entertainment, communication, work, science and knowledge. Despite the bright side of these means, which is based on the features they have, the harms of these programs have become a warning bell that threatens the principles and virtuous morals within societies, especially the Iraqi society, which is new to the electronic experience. The misuse of these programs, for several reasons, has led to the emergence of what society has traditionally called low-level content. In line with sound legal formulation, we have called it electronic content that violates morals and public decency, which has become widespread in various social media programs. This has raised questions about the effectiveness of the penal texts in force in confronting the danger of this electronic content that is spreading in Iraq like wildfire, and the direction of activating criminal responsibility and its procedures in limiting the spread of this electronic content that has a bad impact in word and deed.
