Abstract

In view  of the importance of the principle of penal legality in achieving legal stability,  all penal laws have been harmed except rarely  and more than that, countries have made it a constitutional principle and stipulated it in their constitutions, which gave it greater strength and more effectiveness, and the importance of the principle of penal legality in legal  life that the principle of penal legality is one of the basic and important principles in penal legislation  , The principle of penal legality means that only the legislator determines the acts that are considered crimes and determines the penalties that correspond to these crimes.
