البيئة الأمنية أحد متطلبات إعداد التصاميم والمخططات الأساسية للبيئة الحضرية

الملخص

شهدت المدن العربية خلال العقود الماضية تطورا عمرانيا ملحوظا وزيادة سكانية كبيرة نتيجة الزيادةالطبيعية للسكان وزيادة في حجم الهجرة السكانية ، وقد انعكس هذا التطور تلقائيا على الجوانب   الاقتصادية، والثقافية، والاجتماعية في الكثير من هذه البلدان ، وبالمقابل فقد كان لهذا التطور العمراني والانفتاح الاقتصادي، والاجتماعي، والثقافي بعض الاثار السلبية على الوضع الامني والاجتماعي في تلك المدن  ، حيث تعد الجريمة واحدة  من اهم هذه الاثار السلبية، وهي احدى المظاهر المهمة التي تمت دراستها على المستوى العالمي ، واجتهد المهتمون من مخططين ومعماريين للسيطرة على هذه الظاهرة لغرض تحقيق الامن والامان ولا سيما في المجتمعات السكنية لتأثير تلك الظاهرة على سلوك الانسان فيها واحساسه بالأمن ، وقد شخص البحث مشكلة عدم شمولية المعرفة العلمية المتوفرة حول دور واهمية التخطيط والتصميم في تحسين البيئة السكنية للحد من الجريمة . ومن هذا المنطلق تهدف هذه الدراسة الى مناقشة دور واهمية التخطيط والتصميم العمراني في تحسين مستوى الامن والسلامة وابراز اهم المعايير التخطيطية والتصميمية التي تساهم في توفير بيئة خارجية بيئة سكنية أفضل للسكان.Arab cities witnessed during the last decades remarkable urban development and large population increase as a result of natural population growth and an increase in the size of migration of the population, This development has been reflected automatically on aspects of economic, cultural, and social development in many of these countries, by contrast, it was for this urban development and economic openness, and social, cultural and some negative effects on the security situation and social in those cities, where it is crime and one of the most important of these negative effects, one of the manifestations of the task that has  study the global level, and strove interested of planners and architects to control this phenomenon for the purpose of safety and security, particularly in communities residential impact of this phenomenon on human behaviour and sense of security, has anyone Find the problem of lack of comprehensive scientific knowledge available about the role and the importance of planning and design to improve the residential environment to reduce crime. With this in mind aim of this study is to discuss the role and the importance of urban planning and design to improve the level of safety and security and to highlight the most important planning and design standards that contribute to the provision of better housing external environment for the population.
