يعد الزحف العمراني مفهوماً متعدد الاوجه يمثل الانتشار الخارجي للمدينة و ضواحيها على حساب الاراضي المحيطة بالمدينة و له تاثير سلبي على البنية التحتية على شبكات النقل و البنية التحتية و له تأثير واضح على استعمالات الارض و التي تعتبر النتيجة الواقعية للعمل التخطيطي و ان مفهموم استعمالات الارض معروف منذ القدم على اعتبار ان المدينة في نمو مستمر و تطور دائم بسبب التغيرات و الزيادة في اعداد السكان و التطور الاقتصادي لذا ف تنظيم استعمالات الارض مهمة و ضرورية لاستيعاب هذا التطور و النمو العشوائي للمدينة .
