Abstract

The freedom to held meetings and demonstrate is one of the most important imagesimages of humans right to express their opinion which is nowadays of the most freedoms used. It is regarded of the peaceful methods to defend the opinions and the common interests and to express the attitudes towards those interests through exercising that right. Therefore it should be organized according to the constitution and the law to prevent it from turning into chaos.                                                   

 The law for the freedom to gather and demonstrate has several methods of which are the precautionary system in which the administration has the right to intervene through notification and permission to act freely or the penalty system which gives the people the right to act freely without the intervention of the administration with complying to the penalty regulations without breaking the common law.

The study aims to reveal the penalty system of the freedom as the individuals are in need for a legal culture to be fully aware of the penalty regulations and the punishment for breaking them.
