Abstract:
The existing cement factories in Iraq and in the province of Najaf, which were built before 2003 by the state, were before the issuance of the Iraqi environmental legislation to protect and improve the environment for the year 1997, and therefore most of these factories were established near residential homes and agricultural lands, without taking into account the future population expansion of the regions Surrounding the cement factories, in addition to the aging of these factories, most of which operate by the wet method, including the Kufa Cement Factory, which was produced in 1977 and is currently operating within the productive life through the continuous rehabilitation works of the production lines, which lead to a rise in the costs of producing one ton of cement. The availability of the main raw materials in the cement industry is one of the most important basic motives for establishing a cement plant, and for the purpose of investing these economic resources and making the most of them, research has been made to establish a cement production plant that is friendly to the environment surrounding the plant and is an alternative to the Kufa cement plant. Modern methods and advanced technology were used in the establishment A cement factory, and the location of the factory was chosen near the raw materials, and it is more than 15 km away from the nearest residential complex in the factory construction area. During the research, it was discussed that the financing of the construction of this project would be from the state in order to control the prices of cement offered in the local markets By creating competition with cement selling prices between public and private sector factories, in addition to attracting manpower in the Kufa Cement Factory to work in operating the proposed project, and despite the high number of manpower in the factory compared to the actual number of workers in modern invested factories (private sector), the Commercial profitability criteria indicate the acceptance of the project according to the required parameters. In addition, the national profitability criteria for the proposed project indicate the acceptance of the project, as the national profitability standards criteria indicate the preference of the proposed project. The study concluded that the proposed project has environmental, economic and social feasibility.
