The divergence of the political positions of the foreign political decision-maker after 2003 led to an imbalance in the external decisions, which made Iraq's ability to implement its political-ideological discourse and ambitions at its lowest levels, but after 2014 the Iraqi decision-maker adopted a policy of neutrality, rational discourse and diplomatic openness, which was an indication of the stage Recovery of the Iraqi state in order to play an important and influential role in the region and the world, as it needs a global effort to win the confidence of countries in many issues.
