This research aims to study the impact of human resource management practices (recruitment, training, performance appraisal, compensation) on the level of administrative decentralization (administrative deconcentration, delegation, and empowerment) in decision-making within organizations, and to achieve a balance between the organization’s adaptability and its operational effectiveness. The study was conducted on a sample of employees from the General Authority for Tourism in Baghdad, a governmental organization affiliated with the Ministry of Culture, Tourism, and Antiquities in Iraq. The sample size consisted of 140 employees. The research relied on an integrated theoretical framework and an analytical examination of best practices. The researcher used the statistical software SPSS version 26 to analyze the data, which included descriptive analysis, means, standard deviations, Pearson correlation coefficient, and simple linear regression. The results showed a significant positive correlation between human resource management practices and administrative decentralization, and that HRM practices play a pivotal role in enhancing decentralization in decision-making within organizations, thereby contributing to improved organizational performance and increased innovation.
