We have accompanied the phenomenon of random housing development of the city since the nineteenth century, especially after the Second World War, because of the large increase in me income and the continuation of the growing new housing to provide housing needs for new families, who left the traditional life and housing with their families to make. There have been such cases clearly in the western cities during and after the industrial revolution, but this problem is aggravated even reached the third world countries in the fifties of the last century, thus becoming the global problem, drew attention by looking at all of their competence.
In the mid 1950s and early 1960s of the last century increased migration of the population in the countries of the Third World from the countryside to the civil very significantly, this led to the large inflation of cities and the vastness of its indiscriminate irregularities. Perhaps the problem of random housing of the biggest problems of Baghdad city and the fact that this problem affecting primarily the priority need for human rights, namely the cozy accommodation and health, and random housing constitutes a major obstacle and specifically to the implementation of many of the strategic plans of the city and its territory.
