تقويم وتطوير منظمات الأعمال المنهارة دراسة تطبيقية في منظمات أعمال مختارة للفترة من 2003 - 2015

Abstract

 يهدف بحثنا هذا الى توضيح احد المواضيع المهمة التي تشغل تفكير الحكومة العراقية , والمتمثلة بتطوير منظمات الاعمال غير الرابحة والمتجهة نحو الانهيار التنظيمي, وذلك من خلال دراسة وتحليل واقع حال عينة من منظمات الاعمال العاملة في محافظة النجف بحيث ان هذا التحليل يكشف عن المنظمات التي تعاني من مشكلات تحد من تحقيقها للأرباح. لذا يسعى بحثنا الى الاجابة عن العلاقة بين مؤشرات البيئة الخارجية والداخلية والانهيار التنظيمي من خلال اختبار صحة الفرضيات الرئيسية الموضوعة.

وقد تم اعداد المخطط الفرضي التي يتكون من مرحلتين: في الاولى يتم تحليل واقع المنظمات من خلال استمارة استطلاع (chek list) وفي الثانية فرز هذه المنظمات.

واستنادا الى الاستنتاجات التي توصل اليه البحث, والتي من اهمها:

1- من خلال تقويم واقع الحال استنتجت الباحثة ان معمل اطارات بابل بحاجة الى وقفة جدية من وزارة الصناعة وكذلك من الشركة العامة للصناعات المطاطية لدعمه في مواجهة الانهيار التنظيمي اذ تشير الى ذلك الارقام والتحليلات الاحصائية المستنبطة من الاستبانة التي تم توزيعها على العاملين في المعمل المذكور.

2- ان الباحثة استنتجت حقيقة مهمة وهي ان آفاق تطوير المنظمة المرشحة للانهيار التنظيمي والمتمثلة بمعمل اطارات بابل تستوجب اجراءات على مستوى البيئة الداخلية (وذلك بقدر تعلق الامر بالموارد المالية والتكنولوجيا ونظم الادارة الحديثة) والخارجية بقدر تعلق الامر بالاستقرار السياسي والاقتصادي للمعمل.

وانتهت الدراسة بعدد من التوصيات كان اهمها:

- ضرورة الاستمرار بكافة الانشطة العلمية والعملية التي تؤدي في نهاية المطاف الى تحديد آفاق مختلفة لتطوير واقع منظمات الاعمال في ظل حالة الاهمال والتردي للقطاع الاقتصادي بشكل عام.

This study aims at clarifying one of the important topics that occupy the thinking of the Iraqi government, namely the development of non-profit organizations that are headed towards organizational collapse. This study examines the situation of a sample of business organizations operating in Najaf governorate.Problems that limit the achievement of profits.So our study seeks to answer the relationship between external and internal environment indicators and organizational collapse by testing the validity of the main assumptions developed. The first step is to analyze the reality of the organizations through a chek list and in the second sort the organizations. Based on the findings of the study, the most important of which are: The researcher concluded that the Babel tires factory needs a serious pause from the Ministry of Industry as well as from the General Company for Rubber Industries to support it in the face of the organizational collapse as it refers to the statistical figures and analysis derived from the questionnaire distributed to the workers in the lab mentioned. 2 - The researcher concluded the important fact that the prospects for the development of the Organization candidate for the organizational collapse represented by the tires factory Babylon requires procedures at the level of the internal environment (as far as the financial resources and technology and modern management systems) and external as far as the political and economic stability of the plant. The study ended with a number of recommendations, the most important of which were: - the need to continue all scientific and practical activities that ultimately lead to the identification of different prospects for the development of the reality of business organizations in light of the neglect and deterioration of the economic sector in general.
