The focus of smart growth planning is the densification of both population and physical development in existing urban areas in the face of the creation of a new official plan for the city of Nasiriyah. This study examines the reduction of the phenomenon of urban sprawl through the application of the smart growth policy.
In its urban context, the research dealt with the concept of urban growth and the development of urban growth towards extension, in addition to the concept and idea of smart growth and the principles on which the policy of smart growth and the basic factors associated with it work. Land, maintenance of open spaces and green areas, social interaction, multiple transportation options). These main indicators also include several other sub-indicators, as they can provide a suitable base for knowing the possibility of applying smart growth in cities.
As for the practical aspect, it was represented by conducting field surveys for the study area (the city of Nasiriyah) in order to identify its planning characteristics, and after that the indicators that were deduced from the theoretical framework were applied to them. The research found that there is an approach in three indicators represented by (diversity of housing, diversity of land uses, multiplicity of transportation modes), but it suffers from a mismatch of some of the sub-indicators that have been partially achieved and which must be addressed to approach the minimum limits of the specified standards.
Thus, it can be concluded that the increasing urban growth can be controlled through the application of the smart growth policy that limits urban sprawl as this was reflected through the promotion of affordable housing and fairness in housing prices in addition to encouraging a mixture of land uses and providing high accessibility by encouraging multimedia.
