Two-level litigation and its role in achieving criminal justice

The judicial system in each country must guarantee to the litigants the means to complain about the judgments, to reach a correction of the mistakes they contain, before they become an address for the truth, and to prevent the dispute from being re-submitted before the judiciary. The judges may deviate from the seriousness of the truth due to their bias, or the lack of interest in examining the facts, or the lack of knowledge of the rules of the law and how to apply them. The system provides the opportunity to re-submit the dispute after it has been decided upon again before a higher court to decide on it again.
