The phenomenon of corruption is a global phenomenon with deep roots that take a wide distance and involve different factors that are difficult to distinguish. Their degree of coverage differs from one society to another and from one institution to another. Corruption can be defined as violating laws and deviating from performing public duties in the public sector for financial gain Especially, and there are several reasons for the emergence of the phenomenon of corruption in Iraq was the most important reasons from the point of view of the spoilers and reasons from the point of view of those involved in fighting corruption, as well as the effects of corruption on the Iraqi economy, as Iraq did not enter the table of perceptions of corruption in the world only after a year 2003, due to lack of access to adequate information under the former regime. Which led to its exclusion from the Global Corruption Perceptions Index in its annual reports. In addition, corruption in all sectors of the Iraqi state, especially the leading oil sector, which was exposed to theft of revenues, as well as the non-investment of burned quantities of natural gas associated with oil during the period of study 1980-2015, Making it tarnished corruption index of Transparency International to be one of the most corrupt countries in the world
