تشكل الجمعیات التعاونیة الفلاحیة وسیلة فعالة للنهوض بواقع القطاع الز ا رعي، نظ ا رً لكونها إحدى
عناصر السیاسة الز ا رعیة التي تؤدي دو ا رً مهماً في تنمیة وتطویر الإنتاج الز ا رعي بشقیه النباتي والحیواني،
فضلاً عما تؤدیه في مسیرة التنمیة في الع ا رق لاسیما للتنمیة الریفیة، فمن خلالها یمكن تنظیم المجتمع
الریفي وزیادة الإنتاج الز ا رعي، ومن ثم تحسین دخل الفلاح ووضعه الاجتماعي. ویعد الع ا رق من الدول
التي أولت اهتماماً بالجمعیات التعاونیة الفلاحیة ابتداءً من إصداره قانون الإصلاح الز ا رعي وما تلته من
قوانین أخرى، إذ أكدت تلك القوانین على ضرورة العمل التعاوني في القطاع الز ا رعي وٕاقامة جمعیات
تعاونیة فلاحیة تمارس مختلف الأنشطة الاقتصادیة الز ا رعیة سواء فیما یتعلق بالإنتاج الز ا رعي أم
التجهی ا زت الز ا رعیة أم التسلیف والتسویق التعاوني، وخدمات المكننة الز ا رعیة وغیر ذلك من الخدمات. إلا
أن الجمعیات التعاونیة الفلاحیة بقي دورها محدود في الع ا رق ولم ترتقِ إلى مستوى الطموح في تطویر واقع
القطاع الز ا رعي، وهذا یعود إلى العدید من المعوقات التي أخذت تواجهها والتي منها قلة الاهتمام والدعم
الحكومي لها، والافتقار إلى الكفاءات الإداریة إلى جانب قلة تمویلها وغیرها من المعوقات الأخرى.
Agricultural cooperative associations and their role in the
development of the agricultural sector in Iraq

Abstract
The farming cooperative associations form an effective means for the
advancement of the agricultural sector, due to being one of the elements of
agricultural policy, which play an important role in the development of
agricultural production, both plant and animal, as well as in the development
process in Iraq, especially for rural development, and through it the rural
community can be organized and increase its productivity, and then improve the
income of the farmer and his social position. Iraq is one of the countries that has
paid attention to the agricultural cooperative associations from issuing the
agrarian reform law
which was followed by others. These laws emphasized the need for such
collaborative work in the agricultural sector and the establishment of farming
cooperative societies which practice various agricultural economic activities both
in terms of agricultural production ,or agricultural equipment, or credit and
cooperative marketing, and farm mechanization services and others. However,
the agricultural cooperative
associations role remained limited and did not ascend to the level of ambition
in the development of the agricultural sector reality, this is due to the many
obstacles prevent, including the lack of attention and government support, and a
lack of managerial competencies in addition to a lack of funding and other
constraints
