Abstract

This study highlights the developmental role of e-government as a development input that works to accelerate indicators of knowledge transformation, followed by the other side of the digital transformation process. Based on this principle, the study diagnosed four indicators of knowledge transformation, represented by the e-government index, the digital foundations index, the individual’s digital readiness index, the index Cognitive innovation...the importance of the topic imposed the use of the hierarchical (cluster) analysis technique for Arab countries in terms of the level of cognitive transformation in each country to analyze its reality and the level of development of knowledge and information and communications technology . The study reached several conclusions, including that the Arab countries can be classified in terms of the level of knowledge transformation in them into three levels, and that the process of comprehensive knowledge transformation in the Arab countries can only be achieved by relying on a package of regulatory measures aimed at achieving sustainable development for all leadership joints in The electronic government.
