Abstract

This research comprehensively examines the phenomenon of legitimacy by performance, illustrating how government performance and the extent to which citizens' needs are met played a pivotal role in evaluating the authority's legitimacy. The central focus of the research revolves around the political and social issues faced by the Iraqi government since 2005, including administrative and political corruption, institutional weakness, and sectarian tensions.

The research highlights the government's attempts to implement reforms, but it emphasizes that these reforms lack strong popular support, given the general sentiment that traditional political powers threaten the desired stability. In conclusion, the research concludes that restoring legitimacy requires improving government performance and enhancing transparency and accountability, which contributes to rebuilding trust with the people. The study aims to provide strategic recommendations that may help bring about positive change in the Iraqi political reality and achieve tangible accomplishments that meet citizens' aspirations.
