متطلبات ومعوقات تطبيق التخطيط الاستراتيجي في الدوائر الحكومِية دراسة تطبيقية في ديوان محافظة النجف الأشرف

     الغرض من البحث التعرف على واقع التخطيط الاستراتيجي في الدوائر الحكومية، والتعرف على المتطلبات التي تمكن الدوائر من تطبيق التخطيط الاستراتيجي بنجاح، والمعوقات التي تحد من تطبيقه، والحلول المقترحة للتغلب على تلك المعوقات. وتم الأعتماد على عينة مكونة من (79) مستجيباً من أصل مجتمع العينة البالغة (92) متمثلةً بالمعاونين والمستشارين ومدراء الأقسام والشعب ومعاونيهم في ديوان محافظة النجف الأشرف. ولتحقيق أهداف البحث تم اعتماد المنهج الوصفي التحليلي، واستخدمت إستمارة الإستبان كأداة لجمع البيانات والمعلومات وتحليلها بأستعمال برنامج (spss v 20). وبعد إجراء التحليل الإحصائي توصل البحث إلى أن هناك نسبة إهتمام ضعيفة وقليلة في تبني عملية التخطيط الإستراتيجي من قبل الإدارة العليا في ديوان محافظة النجف الأشرف.

Abstract

The purpose of this research is to identify the strategic planning in government offices. Also to determine the requirements that enable government offices to apply strategic planning and obstacles that limit the application of it, and what is the suggested solutions to overcome those obstacle.

It was relying on a sample of (79) respondents from the original sample which it was (92), represented  assistants advisers, managers of departments, officials divisions and their assistants in the office of the province of Najaf.

To achieve the objectives of this research the descriptive and analytical approach was adopted by using the questionnaire form as a tool of collecting data, information and analysis using the (spss program V 20).

After statistical analysis the research concluded that there is a weakness in rate of interest in the adoption of the strategic planning process by senior management in the Office of the province of Najaf.
