الملخص

تناولت هذه الدراسة الآثار الاجتماعية والاقتصادية لإلغاء دعم الوقود على رفاهية الأسر واستثمارات الشركات الصغيرة والمتوسطة في الاقتصادات الناشئة، مع التركيز بشكل خاص على نيجيريا. وقد بحثت الدراسة تحديدًا آثار إلغاء الدعم على دخل الأسر، والإنفاق الاستهلاكي، وتكاليف المعيشة، وتكاليف تشغيل الشركات الصغيرة والمتوسطة، واستدامة الأعمال، والضغوط التضخمية، ومستويات الفقر. واعتمدت الدراسة تصميمًا بحثيًا مسحيًا، حيث جُمعت البيانات الأولية من خلال استبيانات مُهيكلة وُزعت على 350 أسرة و50 من أصحاب الشركات الصغيرة والمتوسطة في مناطق مختارة من الحكم المحلي في ولاية لاغوس والعاصمة الاتحادية أبوجا. وتم تحليل البيانات باستخدام الإحصاء الوصفي، وتحليل الانحدار المتعدد، وتحليل التباين (ANOVA). وكشفت النتائج أن إلغاء دعم الوقود قد زاد بشكل ملحوظ من تكاليف النقل (المتوسط ​​= 4.583)، ونفقات المعيشة العامة (المتوسط ​​= 4.421)، وتكاليف تشغيل الشركات الصغيرة والمتوسطة (المتوسط ​​= 4.648). أظهرت نتائج تحليل الانحدار أن ارتفاع أسعار الوقود (β = 0.587، p < 0.05)، وتكاليف النقل (β = 0.441، p < 0.05)، والضغوط التضخمية (β = 0.728، p < 0.05) كان لها تأثيرات إيجابية كبيرة على الصعوبات الاجتماعية والاقتصادية، بينما كان لسياسات التخفيف تأثير سلبي كبير (β = -0.356، p < 0.05). كما أشارت نتائج تحليل التباين (ANOVA) إلى وجود اختلافات كبيرة في نتائج الرفاه بين فئات المستجيبين (F = 21.483، p < 0.05). وخلصت الدراسة إلى أنه على الرغم من أن إلغاء دعم الوقود قد يُحسّن الاستدامة المالية، إلا أنه يُولّد تحديات خطيرة قصيرة الأجل في الرفاه والاستثمار للأسر والشركات الصغيرة والمتوسطة في الاقتصادات الناشئة. ولذلك، أوصت الدراسة باتخاذ تدابير حماية اجتماعية مُوجّهة، وبرامج دعم للشركات الصغيرة والمتوسطة، والاستثمار في النقل العام، وتحسين البنية التحتية للكهرباء للتخفيف من الآثار الاجتماعية والاقتصادية السلبية لإصلاحات الدعم.
