Primary schools are the basis of education in Iraq and the rest of the world, and primary education is an essential and important part of investment in human capital, which has become a prerequisite for the transition from the traditional economy to the modern economy. However, public education in general in Iraq has witnessed a significant and noticeable decline after a year ( 2003) as the infrastructure for education declined, and public schools became insufficient to accommodate the increasing numbers of students, in addition to the decrease in investment spending by the government on building public schools due to poor planning and confusion in decision-making, and this is the problem of the research, and in order to address this problem, the research was launched from the hypothesis of possibility The establishment of primary private education alongside government education in Iraq in general and in Najaf Governorate in particular has an important role in improving the scientific and educational level, provided that it is in accordance with the instructions of the Ministry of Education. As engineering plans were chosen that provide comfort and appropriate conditions for student education, green spaces and large classrooms were provided to reduce the density of students in one class.
The research reached conclusions based on the criteria established in the research, in which it was stated that the study achieves an economic return under conditions of certainty, and the project is economically sensitive under conditions of uncertainty (sensitivity analysis).
