The research attempts to give an accurate picture of the relationship between administrative decentralization and the empowerment of employees in the Directorate of Labor and Social Affairs in Diwaniyah province, so the problem of research was the administrative constraints in the application of administrative decentralization in the Directorate of Labor and Social Affairs in the province of Diwaniyah. In order to achieve the main objectives of research and to reach answers consistent with our study, the questionnaire adopted as a tool for collecting the required data, and a set of key statistical tools adopted to reach the required results using The SPSS-20 as an analysis tool to evaluate research metrics and test His hypotheses. The research reached a number of conclusions, most notably that there is a very close correlation between the main variables of research, the organizational structure and administrative delegation as instruments of administrative decentralization, are Influenced & Influenced by the variable of employee empowerment.
