تناقش هذه الدراسة مسار العلاقات التركية مع منطقة أمريكا اللاتينية والكاريبي، متتبعةً إياها من جذورها التاريخية، وصولاً إلى استراتيجية "الانفتاح" النشطة في العقدين الأخيرين. تهدف الدراسة إلى تحليل آليات التحول في السياسة الخارجية التركية من حالة الثبات والبعد الجغرافي إلى الشراكة الاستراتيجية. وتستعرض "خطة عمل عام 1998" كحجر زاوية في مأسسة هذه العلاقات، مبرزةً الدور المحوري للزيارات الرئاسية رفيعة على المستوى الدبلوماسي. كما تسلط الضوء على أدوات القوة الناعمة التركية المتمثلة في وكالة "تيكا" والخطوط الجوية التركية، إضافة إلى التغلغل في المنظمات الإقليمية اللاتينية. كما تخلص الدراسة إلى أن تركيا نجحت في تحويل المنطقة إلى ساحة حيوية ضمن رؤيتها لسياسة خارجية متعددة الأبعاد.
