أثر التحليل الإستراتيجي في مواجهة تحديات عمل مكاتب المفتشين العموميين (دراسة حالة في مكتب وزارة الإعمار والإسكان والبلديات العامة)

المستخلص

الغرض: يهدف البحث إلى تقديم وجهة نظر قائمة على أساس الأثر المترتب على التحليل الاستراتيجي في مواجهة تحديات مكاتب المفتشين العموميين (دراسة حالة في مكتب المفتش العام/ وزارة الإعمار والإسكان والبلديات العامة) لوجود سببين أساسين أولهما: إنَّ هناك من ينادي بإلغاء وجود مكاتب المفتشين العموميين، وثانيهما إن الباحث يعمل موظفاً في أحد فروع هذا المكتب.

التصميم/ المنهجية: بالاعتماد على طريقة العينة العشوائية فقد تم توزيع (50) إستبانة على عدد من موظفي مكتب المفتش العام في وزارة الإعمار والإسكان والبلديات العامة، إذ تم استرجعها، وكانت كلها تعد إستبانة صالحة للتحليل الإحصائي وبمعدل استجابة (100%) ، إذ تم تحليلها بوساطة البرنامج الإحصائي (SPSS v.22).

أهمية الدراسة: بسبب قلة الدراسات التي تربط بين التحليل الاستراتيجي وعمل مكاتب المفتشين العموميين، من الممكن أن تكون هذه الدراسة كفيلة بتشخيص عدد من معوقات العمل وإيجاد البدائل المناسبة لمعالجتها بالاعتماد على تحليل (SWOT) المستخدم في تصميم أسئلة الإستبانة والتحليل الإحصائي المستخدم  للوصول إلى النتائج التي تبنى على ضوئها البدائل الإستراتيجية.

النتائج النظرية: إمكانية استخدام التحليل الاستراتيجي بوساطة إحدى وسائله وهو تحليل (SWOT) في تعيين وتحديد واقع البيئة الداخلية (نقاط القوة ونقاط الضعف) وواقع البيئة الخارجية (الفرص والتهديدات) وتحديدها.

النتائج العملية: ظهر عبر التحليل الإحصائي تفوق نقاط الضعف على نقاط القوة في البيئة الداخلية وتفوق التهديدات على الفرص الموجودة في البيئة الخارجية لمكتب المفتش العام.

التوصيات:

1-    ضرورة تمسك المكتب بفكرة ربطه برئاسة مجلس النواب، وذلك يمكّنه من أداء عمله بشكل أفضل.

2-    ضرورة بقاء مكتب المفتش العام بوصفه صمام أمان في الوزارة يراقب ويقّوم أداء العاملين.

3-   تعزيز الكفاءات الموجودة في المكتب، ضرورة تعريف المواطن بعمل المكتب.

Abstract

Purpose: The aim of the research is to present a view based on the impact of strategic analysis on the challenges of the offices of the public inspectors (a case study in the Office of the Inspector-General / Ministry of Construction and Housing and Public Municipalities), for two main reasons: , And secondly, the researcher works as an employee in one of the branches of this office.

DESIGN / METHODOLOGY: Based on the random sampling method, 50 questionnaires were distributed to a number of employees of the Office of the Inspector-General in the Ministry of Construction, Housing and Public Municipalities, which were retrieved and all were considered valid for statistical analysis and response rate (100%). Analyzed by the statistical program (SPSS v.22).

The importance of the study: Due to the lack of studies linking the strategic analysis and the work of the offices of the inspectors, it is possible that this study will be able to diagnose a number of obstacles to work and find suitable alternatives to address them based on the SWOT analysis used in designing questionnaires and statistical analysis used to reach the results Based on strategic alternatives.

Theoretical results: The possibility of using strategic analysis by means of one of its methods, SWOT analysis in identifying and defining the internal environment (strengths and weaknesses) and the reality of the external environment (opportunities and threats) and identifying them.

Operational results: Through statistical analysis, weaknesses outweighed the strengths of the internal environment and the superiority of threats to opportunities in the external environment of the Office of the Inspector-General.

Recommendations:

1 - The need for the Office to adhere to the idea of linking the presidency of the House of Representatives, so that he can perform his work better.

2. The need for the SIGIR to remain as a safety valve in the Ministry shall monitor and perform the performance of the personnel.

3. Strengthening the existing competencies of the Office, the need to define the citizen's work in the Office.
